Desislava Malinova: The Public Procurement Agency announced that the preliminary provision of the technical assignment is inadmissible by law

The preliminary provision of the technical assignment for the National Children's Hospital is inadmissible and contradicts the Public Procurement Act. This was stated by the Director of "Health Investment Company for Children's Hospital" (HICCH), Desislava Malinova, in an interview for "Tazi Nedelya" on bTV, citing the officially announced opinion of the Public Procurement Agency.

Malinova emphasized: “There are laws in the Republic of Bulgaria… No one is above the law in this country, including us, who are responsible for creating the National Children's Hospital”. She clarified that the technical assignment and accompanying documents can be published only after their official approval, as required by law.

  • Historical Agreement on Infrastructure During the interview

Desislava Malinova highlighted the key agreement between Sofia Municipality and the Road Infrastructure Agency (API) for the construction of the external and internal infrastructure for the future hospital.

“There are no streets, no sewage, no water supply, no electricity to power the hospital. A hospital without infrastructure is not needed,” emphasized Malinova, adding that the agreement includes the internal street network, connections to the Ring Road, and full technical provisioning of the site.

More than 300 specialists are already being trained in pediatric and rare specialties, which guarantees the staffing of the future hospital.

Malinova sent a definitive message: “This project is for the children of Bulgaria, so let, just as institutions are uniting in its implementation, politicians also provide their assistance”.

  • Transparency Through Regular Reporting

The Director of "HICCH" also reminded that the company reports monthly to the National Assembly on the progress of the project, and any interested party can gain access to this information.
